Be honest about three signals: AI is the core of your product (not a feature), you already have or need a team of 5+ ML engineers who require daily leadership, or AI decisions are being made every single day. Any of those, and fractional will feel too thin. That is the moment to convert, and a good fractional leader will help you hire their replacement, define the role and interview the candidates.

Everything before that moment. Your board wants a credible AI strategy, pilots are stuck in demo mode, governance questions (privacy, the EU AI Act) keep freezing projects, and nobody senior owns the path to production.
